Bug Description

When a user group does not have the ability to either 'Read Library' or 'Delete_All Library' a user assigned to that group can still view/print and delete someone else's file in the File Manager.

Expected Behavior

When Library; Read is unchecked for a user assigned to a group, the user should not be able to view any files in the Files Manager.

When 'Delete_All Library' is unchecked for a user assigned to a group, the user should not be able to delete any files in the Files Manager they do not own.

Steps to Reproduce

Create a user.
Create a new custom users group.
Assign to user to new users group group.
Remove the Library Read and Delete_All Library permissions for the new group.
Login as new user.
View files and delete files you do not own in the Files Manager tab.
