Problem or Use Case

Currently the Notifications tab in Settings is buried within those permissions. Without giving a user full Admin capability, they cannot enable notifications.

Proposed Solution

Set notifications to a menu option for the left-nav menu.
Allow admins to set which type of notifications are allowed to be enabled.
Use the email advanced authentication settings for email notifications when enabled
Allow per user notifications for jobs they submit.

Alternatives Considered

I can assist in building this out but need some guidance on what the community would expect first.

Could we also add a configuration option, to show/hide notifications in sidebar? I think there are a lot of users not requiring it in sidebar and so they could disable it.
