I am using the the liquid glass dark theme but I have the following issue. Someones when I go into settings, and and the background changes to all black, completely normal l, when I go back to my dashboards the color stays in black. Also, sometime I see the black background and it refreshes to the blue

The dashboard has a background, but the other screens in Home Assistant don't have a background. Sadly that's how HA works. Not sure why the background doesn't reliably load for you on the dashboards though, but you could try setting a custom background. That way the background would be local and not load from a remote server.
