💡 Idea
Talking with wunter8 on discord, a No Upstream header could be useful when publishing messages to topics not subscribed to by iOS clients. This would help prevent hitting daily limits when using own server and not wasting the upstream limits on messages that aren't to be viewed by iOS anyway.

💻 Target components
ntfy server as a header. Similar as wunter8 mentioned, to "no cache" and "no firebase" headers that already exist.
